Ontario Health at Home is looking for an experienced leader in Contract Management with an extensive knowledge managing, monitoring and evaluating contract performance. Reporting to the Director, Patient Care Contracts Management, the Manager, Patient Care Contracts Management is responsible for managing, monitoring and evaluating Service Provider (“SPO”) performance for the Mississauga Halton Office in accordance with service agreements and ministry-defined goals. The Manager also provides direct supervision and oversight of designated members of the team, and backfills in other geographies (Central West Office and Toronto Central Office) where necessary.

What will you do?
Leadership
- Participates in the development and successful implementation of the department’s annual priorities in alignment with the organizational priorities
- Reviews, assesses and/or recommends policy and programs that best meet the needs of the department
- Provides expert advice on contract management and system performance issues to Ontario Health atHome Leadership team
- Provides leadership to designated work groups, programs and/or committees as required
- Works with stakeholders to support the delivery of high quality and safe services

Contract and Performance Management
- Leads oversight of contracted SPOs for the local geography, including resolving operational issues, supporting local partnerships and initiatives, and questions related to the interpretation and implementation of contractual and performance specifications. Resolves related issues as they arise.
- In conjunction with Director, manages contracted SPO performance and/or service agreements to comply with government directives and Ontario Health atHome goals and objectives
- In conjunction with Director, participates in and supports negotiation of agreements with contracted service providers and contributes to the development of related policies, procedures or strategies for performance management
- Reviews and validates performance reports, determines performance against contract specifications and makes recommendations to address emerging issues or for remedial action.
- Designs appropriate methods or tools to monitor and evaluate contracted SPO performance from multiple perspectives including service quality and financial management
- In conjunction with the Director, supports the resolution of significant contract compliance events, patient risk events or escalated complaints involving contracted SPO
- In conjunction with the Director, leads Performance audits of contracted SPOs
- Maintains and updates Purchased Services contracts in the back end of the Client and Health Related Information System (CHRIS)
Relationship Management
- Develops and sustains effective working relationships with contracted Service Providers, Vendors, and all levels of Ontario Health atHome staff to ensure that internal processes and services are carried out in accordance with contract standards
- Collaborates with stakeholders in the implementation of department plans and programs
- Leads external meetings and working groups with SPOs to gather feedback, implement changes to improve service quality or operational efficiency.
- Represents Ontario Health atHome Mississauga Office in provincial work groups.
Management of Human Resources
- Oversees staff orientation, learning and development plans and ensures that the team member has the requisite knowledge to undertake their specific duties
- Manages the effective and efficient distribution and utilization of team members based on the established productivity levels, team goals and guidelines
- Leads regular team meetings to set goals and monitor department performance and engages the team in successful accomplishment of goals
- Holds people accountable to standards of performance including conducting annual performance appraisals that support staff in establishing and attaining performance goals
- Manages attendance according to policy
Projects and Other Related Activities
- Leads, facilitates and/or participates on special projects involving contracted SPOs and Vendors
- Implements new procedures and controls deemed necessary by management
- Participates on internal and/or external committees as required
- Works respectfully, positively and collaboratively within a team environment sharing experiences and lessons learned
- Undertakes other duties as assigned, including backfilling for the Manager, Patient Care Contract Management role in Ontario Health atHome Mississauga Halton or in other Ontario Health atHome geographies
What must you have?
- University degree (in a health discipline, Health Administration, Business Administration or a related field (or equivalent combination of education and experience)
- Masters level degree is an asset
- 5-7 years’ experience in the healthcare sector
- Experience in a management role is an asset
- Experience participating in the negotiation of agreements and conflict resolution
- Experience performing evaluations, interpreting and analyzing performance data, including financial and quality indicators
- Demonstrated knowledge of concepts, leading practices and procedures in contract management, ideally in the Ontario Health atHome sector or with complex service-delivery contracts in the broader health care industry.
- Knowledge of contract law and related legislation
- Working knowledge and experience of procurement and contract management concepts, strategies and standards, including legal issues
- Self-directed with an ability to organize, plan, prioritize and multi-task
- Understanding and commitment to quality service and best practice
- Adept in the use of MS Office applications (e.g., Word, Outlook, PowerPoint, etc.). Advanced skills with Excel.
- Solid facilitation and presentation skills
- Flexible, adaptable and responsive to change
- Demonstrated critical thinking
- Detail-oriented

Salary
$108,339.33 to $129,362.92
