Senior Manager, Medical Equipment & Supplies Vendor Management

Ontario Health at Home is looking for an experienced healthcare leader to provide management oversight to Medical Equipment and Supplies (MES) vendor contractual obligations, relationships, volume and market share, vendor performance evaluation, management, and application of contractual remedies as required. Under the direction of the Director, Contracts – MES, the Senior Manager, MES Vendor Management will support contractual changes and amendments, events/issues monitoring and management, future vendor provincial procurements, contract modernization related to evolving service delivery models, and provincial reporting and standardization projects in alignment with the provincial mandate, legislation and organizational mission, vision and values.

What will you do?

  • Main liaison for MES vendors and Ontario Health atHome Patient Care Contracts Director team to resolve provincial vendor issues
  • Collaborates synergistically with the Senior Manager, MES Inventory Management to enhance and improve vendor service delivery and patient satisfaction outcomes
  • Development and implementation of a Vendor Performance Framework that supports ongoing standardized vendor performance evaluation
  • Vendor performance/metric evaluation and provincial reporting in alignment with the provincial mandate, legislation and organizational mission, vision and values
  • Management of all required vendor contractual obligations i.e. Cybersecurity, Subcontractor arrangements, WSIB, Insurance, IT system connectivity
  • Development and maintenance of vendor contractual amendments
  • Provision of expertise and advice to the development of appropriate language, business requirements, and performance standards within contracts
  • Routine and urgent provision of vendor site visits/audits in collaboration with Patient Care Contract Leads, ensuring appropriate evaluation and remediation as required
  • Leads provincial vendor contract-related working groups and committees with the focus of quality improvement in collaboration with other portfolio leads
  • Standardization of policies, processes, and new initiatives related to vendor contract modernization, supporting Patient Care Contracts and Patient Services Directors across the province
  • Works in collaboration with supporting Patient Care Contracts and Patient Services Directors across the province to enhance vendor performance outcomes and relations
  • Provides leadership to direct reports
  • Participates and supports in Ontario Health Team (OHT) design and development, including working in close collaboration with Ontario Health atHome colleagues
  • Collaborates with Ontario Health to guide provincial vendor procurement processes to deliver open and fair competitive bidding processes, contract negotiations, and implementation in line with MOH Contract Management Guidelines, MOH Procurement Policies and Procedures, and the provincial Vendor Contract Performance Framework
 
What must you have?
  • A degree in health care administration, health sciences, or health discipline and evidence of continuous learning related to health and/or contract law
  • Certified Supply Chain Management Professional Designation an asset
  • Minimum 5 to 7 years of professional experience in SPO/vendor contract and relationship management, and health care service planning and delivery in the public sector or Ontario Health atHome
  • Proficiency in the facilitation/documentation of agreements and familiarity with negotiation, conflict resolution and in arbitration
  • Experience in the preparation of governance-level documentation
  • People leadership expertise and proven experience in the delivery of strong results through innovation and a high-performing team
  • Expert knowledge of SPO/vendor contracts
  • In-depth knowledge of complex and dynamic business environments in the public and private sectors in procurement, SPO/vendor relations, quality improvement and relationship, performance, and change management frameworks
  • Expert knowledge of performance metrics, analysis and reporting
  • Strong communication, negotiation and conflict resolution skills as well as evidence of ability to promote and maintain interpersonal relationships and strategic partnerships
  • Expert level understanding of procurement processes, applicable legislation and the contract performance management frameworks
  • Practical knowledge and strong understanding of relevant legislation and its applicability
  • Excellent understanding of care processes and requirements and the interconnection with vendor delivery of high quality services
  • Bilingual in English and French is an asset
