Reporting to the Director, Human Resources, the Manager, Human Resources position will provide strategic leadership that assists the organization in fulfilling its vision and meeting its organizational goals. With a dedication to creating a healthy, safe and energized workplace and a focus on talent management, the position will provide strategic leadership to the development of innovative and effective resources and organizational development programs that support the effective recruitment, training, and retention of a highly skilled workforce that enables the organization to meet its goals.

 

Key functions for this position include Recruitment, Retention and Onboarding, Human Resources Administration, Employee and Labour Relations.

What will you do:

  • Develops and sustains effective working relationships with managers and staff at all levels of the organization.
  • Maintains current knowledge of best practices in areas HROD related to key functions.
  • Engages with internal and external partners to support best practice in HROD.
  • Provides leadership, guidance, mentorship and management of HROD by promoting system thinking, positive and productive work relationships, cooperation, support and exceptional customer service.
  • Plans, develops and manages HR Operations initiatives and programs in support of the strategic direction of the organization.
  • Develops, implements and maintains HROD policies and procedures through evidence based practice, standards and guidelines while adhering to legislative and collective agreement requirements.
  • Works collaboratively to successfully implement HROD programs
  • Establishes and maintains collaborative relationships at the leadership level across all divisions.
  • As a member of the HROD management team, participates in the development of the operational plan and annual strategic HROD plan
  • Analyses and evaluates trends in HROD programs by identifying areas of opportunity.
  • Assists with escalated issues when resolutions cannot be established at the management level.
  • Leads, analyzes and reports on the administration of HROD processes.
  • Contributes to organizational change by promoting a culture where each employee wants to contribute
  • Contributes to organizational excellence by introducing programs, best practices and establishes expectations and monitors results.
  • Guides internal management committees. Participates as a member in various work groups, committees and project groups as required.
  • Builds commitment to HR Operations initiatives at the senior level and ensures appropriate stakeholder involvement at all levels
  • Leverages relationships with all levels to influence and drive organization capability and excellence
  • Partners with colleagues on joint initiatives to support human resources across the system
  • Analyzes and reports on trends to inform and influence policy and program development;
  • Establishes goals, objectives and measures for HR Operations, ensuring alignment with overall strategy and business objectives
  • Fosters a culture of continuous quality improvement.
  • In collaboration with the Director, Human Resources evaluates both organizational and portfolio objectives and deliverables and works collaboratively with senior staff to identify challenges and emerging issues, and define and execute appropriate strategies to address them.
  • Provides surveillance through process audits, reviewing outcomes, reporting, collecting and analyzing data.
  • Advises the management team on the impact of changes in HR Operations, employment legislation, and labour relations
  • Accountable for the effective HR development of programs which includes labour and employee relations, onboarding, recruitment and selection, health and wellness and total rewards.
  • Builds positive relations with union officials to set an environment of mutual respect and defuse labour relations issues where possible.
  • Liaises with external HR leaders and organizations in order to remain current and ensure the organization’s practices continue to reflect best practices in labour relations, recruitment, onboarding, health and wellness, etc.
  • Provides strategic advice and support to the Director, Human Resources to address complex HR service needs and issues, and to ensure the human impacts of business decisions are understood and factored into the planning and decision-making processes
  • Establish an HR Operations administration system ensuring all required and legislated paperwork, files, documents, etc. are in place and managed in a respectful, confidential and principled manner
  • Excellent negotiating skills while leading the negotiating team at the time of Collective bargaining with unions.

What must you have?

  • Educational Qualifications
    • Graduate degree in business or an equivalent combination of education and extensive experience in Human Resources and Organizational Development.
    • CHRP Designation.
    • Master’s Degree an Asset
  • Experience
    • 3 – 5 years’ experience in HR Operations Management in a unionized setting.

Hours of Work

8:30 a.m. - 4:30 p.m. Monday to Friday subject to change (37.5 hours per week).

Position Location and Travel

Travel may be required a valid driver’s license and access to a vehicle is required.
