Reporting to the Vice President (VP) Contracts, the Director, Contracts - Medical Equipment and Supplies (MES) Modernization will provide strategic leadership, direction and oversight to the current provincially contracted MES vendors, future provincial planning and procurements, vendor contract performance and relationship management, in alignment with the provincial mandate, legislation and organizational mission, vision and values. With oversight for a centralized MES Contracts Team, the Director will work in collaboration with Patient Services to implement best practices in MES in alignment with the transformation of home and community care.

What will you do?
- Lead MES relationship for Negative Pressure Wound Therapy Providers (NPWTPs), Fulfillment Service Providers (FSPs), Medical Supply Providers (MSPs), Infusion Service Providers and Medical Equipment Providers (MEPs), Ontario Health, and Supply Chain Ontario.
- Responsible for the management/forecasting of MES Provincial Supply and Demand volumes, and prevention/mitigation of stock out issues in collaboration with MES vendors and the Patient Services MES Director
- Leadership for the planning, implementation, ongoing amending, and oversight of the provincial MES vendor contracts, working closely with the Patient Services MES Director and local Patient Services Contract Directors
- Evaluation and reporting of MES vendor performance including supply chain & formulary metrics
- Oversight of formulary processes, in collaboration with the Patient Services MES Director, and key system partners.
- Routine and urgent provision of MES vendor site visits/audits in collaboration with local Patient Services Contract leads, ensuring appropriate evaluation and remediation as required
- Development and implementation of best practices and MES product evaluation in collaboration with Patient Services MES Director
- Institution of provincial administrative policies and practices for the ongoing management and oversight of existing contracts
- Leads the development and fosters effective business relationships and channels of communications with vendors in order to deliver high quality patient service across the province
- Oversees vendor performance improvement plans and corrective actions, in collaboration with the Patient Services MES Director
- Identifies and implements appropriate MES procurement and contract management strategies across Ontario Health atHome, in line with Ministry of Health (MOH) Contract Management Guidelines, MOH Procurement Policies and Procedures, and the provincial Contract Performance Framework
- Working with Ontario Health (OH), informs provincial MES vendor procurement processes to deliver open and fair competitive bidding processes, contract negotiations, and implementation, ensuring the patient is central to the process
What must you have?
- Bachelor’s degree in health care administration, or health discipline; post-graduate degree in health administration, business/public administration, leadership, management or related health discipline preferred
- Continuous learning related to health and/or contract law (e.g. Certified Supply Chain Management Professional Designation)
- Minimum 5 -7 years of professional experience in MES contract management, vendor relations, and health care service planning and delivery in the public sector/Ontario Health atHome
- Experience in facilitation/documentation of agreements and familiarity with negotiation, conflict resolution and in arbitration
- Experience in the preparation of governance-level documentation;
- People leadership expertise and proven experience in the delivery of strong results through innovation and a high-performing team
- In-depth knowledge of complex and dynamic business environments in the public and private sectors in procurement, vendor relations, quality improvement and performance management frameworks
- Proven experience in project administration/management and project management methodology
- Expert knowledge of performance metrics, analysis and reporting, including financial data and quality indicators
- Strong communication, negotiation and conflict resolution skills as well as evidence of ability to promote and maintain interpersonal relationships and strategic partnerships
- Evidence of strong leadership, initiative, creativity and integrity, demonstrating a high level of excellence that inspires others
- Expert knowledge of MES vendor contracts
- Practical knowledge and strong understanding of relevant legislation and its applicability
- Excellent understanding of care processes and requirements and the interconnection with MES service delivery
