Reporting to the Director, Organizational Development in the Organizational Development Centre of Excellence, the Manager, Learning and Development is responsible for leading, developing, and implementing learning and development strategies to improve knowledge, skills and performance, and foster a culture of continuous growth within Ontario Health atHome and for leading and supporting the output of a team.
The position provides leadership to assess, identify, plan, develop and implement learning and development strategies, functions, solutions and initiatives. These efforts drive and support organizational effectiveness, change management, culture, capacity, engagement, performance, learning and skills development, leadership development, and talent management to enable the successful achievement of organizational strategic priorities and operational objectives.
What will you do?
- Provides leadership and support to overall organizational performance and learning initiatives, including functional learning and skills development, people skills, orientation and onboarding, leadership development, and other OD and talent management strategies, plans, initiatives, programs, and policies.
- Contributes to the planning for and functional operation of the Organizational Development (OD) Centre of Excellence and identifies opportunities for program and service enhancements.
- Engages leaders across the business to assess team and organization-related learning needs, and enable leaders to engage with and support their teams in learning and development.
- Contributes to the development of the L&D evaluation strategy, establishing key measures, data collection and building insightful reports and analyses for leadership to demonstrate clear value and return on investment for learning activities.
- Provides effective leadership, and direction to team members through setting of goals and expectations, performance management, development planning, feedback and coaching, work monitoring and workload planning, and other support as appropriate.
- Supports the development and implementation of policies, procedures, and programs.
- Contributes to the development and implementation of change management methodologies, best practices, and strategies and leads change management initiatives by providing guidance, education, tools, and support.
- Leads or supports Learning & Development (L&D) operations and planning, including the establishment of provincial standards and guidelines for needs assessment, design, development, implementation and evaluation of L&D programs, processes, systems, and resources.
- Contributes to the design and/or sourcing and implementation of leadership development opportunities and/or resources.
- Leads the development, implementation and evaluation of employee engagement strategies, initiatives, programs, and processes and champions the employee engagement survey, action planning, and evaluation activities.
What must you have?
- University degree in adult education, industrial/organizational psychology, organizational behavior, human resources, or related field.
- Minimum of five years of learning and development experience, with management and leadership experience preferred.
- Significant experience in the design, development and delivery of education, training and development programs.
- Experience with needs assessment in the design of education and training programs.
- Knowledge of learning and development technology, in particular learning management systems and eLearning technology.
- Expertise and demonstrated application of the principles and practices used in training design and implementation as applicable to adult education.
- Proven ability to develop and implement effective training programs and measure related impact.
- Proven skills to provide guidance, mentorship, direction and feedback.
- Highly effective skill in developing and managing relationships in complex situations and /or environments.
- Strong ability to influence strategic direction and decision-making through negotiation, consultation and collaboration when working on internal and external teams and committees.
- Change management skills to identify support needed to achieve objectives.
- Strong communication skills, both verbal and written.
- Ability to explain findings and recommendations from complex projects and research to the leadership team and senior representatives from external organizations.
- Ability to deliver information effectively and interpret data clearly.
- Experience in facilitation of virtual and in-person learning.
- Excellent interpersonal skills providing constructive, meaningful and timely interaction with all levels of staff.
- Strong collaboration skills to participate on projects and committees with colleagues across the organization or with external partners.
- Self-directed with an ability to organize, plan, prioritize and multi-task.

What would give you the edge?
- Knowledge of the health care system, including policies and procedures for procurement and determination of appropriate vendors for learning events.
- Formal education such as CTP/CTDP designation, Change Management certification, Coaching certification, Certified Training and Development Professional or Certified Training Professional designation would be an asset.
