Reporting to the Director, Patient Care Contract Management, the Manager, Patient Care Contracts  position is responsible for negotiating, managing, monitoring and evaluating contracted service provider performance according to established Government/ministry directives, service provider/vendor contractual agreements Ontario Health atHome goals and objectives. Responsible for participation in establishing and managing the contract management framework for contracted service providers and vendors. Provides leadership/mentorship for patient services, quality risk colleagues, and service providers on contractual, service related and/or client issues to de-escalate and mitigate risk. Accountable for implementation and sustainability of new initiatives and programs including revising and developing supporting policies and practices. Provides expert advice to internal and external stakeholders on performance, accountability and patient care procurement matters as required.  Demonstrates excellent skills and abilities to develop effective working relationships, provide leadership and build effective teams with both internal and external stakeholders. Also provides project management, direction and leadership to all Ontario Health atHome staff as appropriate and direct supervision/mentorship of designated members of the team.

 

What will you do?

  • Supports the Director, Patient Care Contract Management in instituting local and provincial  administrative policies and practices for the ongoing management and oversight of existing contracts, including but not limited to, volume and market share management, contract performance management, and initiation of corrective contractual remedies when necessary to ensure safe, quality care for patients
  • Contributes to analysis of local and regional system performance within the context of provincial performance goals, and assesses the implications for management of contracted service provider and vendor performance targets
  • Reviews and validates performance reports, determines performance against contract specifications and makes recommendations to address emerging issues or requirements for remedial action in consultation with the Director
  • Effective management of risk at Ontario Health atHome by applying expertise/leadership in the identification, assessment, mitigation and prioritization of perceived and/or actual patient and sector risk situations 
  • Maintains oversight of contract CHRIS database to meet contractual obligations
  • Leads and/or collaborates with internal and external stakeholders in quality improvement initiatives
  • Provides leadership to staff reporting to them as required, and monitors their work, and priorities during projects and assignments; this includes ensuring adherence to maintaining all appropriate and required documentation and record keeping
  • Other duties as assigned, including supporting various committees and working groups in achieving the goals of Ontario Health atHome and OH
  • Performs on-call support to operational divisions after hours if required

What must you have?

Educational Qualifications

  • A degree, in business administration, health sciences , or health discipline
  • Evidence of continuous learning related to health and/or contract law/ project management
  • Appropriate accreditation/designation (Ex. CSCMP, RN, BN, PMP).
  • Master’s Degree an asset

 Experience

  • 4 – 6 years’ experience in a health care or relevant environment
  • Experience leading and participating in negotiation of agreements, conflict resolution or arbitration
  • Proven ability to effectively manage confidential, complex and sensitive information, agreements and contracts
  • Experience in Contract Law, Broader Public Sector, Ontario Public Sector, and Patient Service Procurement Directives
  • Experience working with SPO and Vendor contracts, self-directed care programs, private/home school, hospice, Transitional Care, and retirement home funding processes
  • Experience performing financial analyses and critical evaluations of complex financial programs
  • Experience performing evaluations, interpreting and analyzing performance data, including financial and quality indicators, and familiarity with monitoring approaches, processes or systems.
  • Demonstrated team leadership and supervisory experience

 

Knowledge and Skills

  • Understanding of the evolving role of Ontario Health atHome within the healthcare sector and the impact on the development of Ontario Health atHome priorities including contract modernization
  • Excellent understanding of public sector and health care contracting procedures, specifications and documentation requirements
  • Expert knowledge of performance metrics, analysis and reporting, including financial data and quality indicators
  • Proficiency with PC-based hardware/software and inter / intranets
  • Working knowledge and experience of procurement and contract management concepts, legal impact, strategies and standards, including risk.
  • Understanding of the Ontario Health-Care system, its stakeholders, and programs

 

Communication and Interpersonal Skills

  • Excellent interpersonal skills to communicate effectively with Ontario Health atHome staff, contracted service providers, external stakeholders (ex. hospital partners, retirement homes), OH atHome colleagues across the province, Agencies Legal, Senior Team, Ontario Health and the MOH as required
  • Highly developed change management skills to identify supports necessary to achieve desired objectives
  • Strong communication, negotiation, risk management and conflict resolution skills as well as evidence of ability to promote and maintain interpersonal relationships and strategic partnerships
  • Ability to communicate clearly, concisely and listen effectively to encourage an open exchange of information and ideas
  • Actively embraces change efforts and initiatives to support provincial performance improvement at all levels of the organization
  • Sensitive to working in a culturally diverse environment; ensures differences are respected
  • Facilitation, coaching and mentorship skills required

 

What would give you the edge?

  • Knowledge of services provided by Ontario Health atHome
  • Ability to speak French or another second language

Hours of Work

Monday to Friday 8:30am-4:30pm, subject to change (37.5 hours per week)

 

Position Location and Travel

Hybrid work model, subject to change.

 

The position may involve travel throughout Ontario Health atHome. A valid Ontario driver's license and access to a reliable vehicle are required.
