The Payroll Specialist will be responsible for coordinating and administering payroll services for Ontario Health atHome for the North East area. The area of coverage may evolve based on the transition to a more provincial structure, or support other areas as required.

What will you do?
- Process bi-weekly union and non-union payroll ensuring compliance with relevant legislation, union contracts, policies and procedures;
- Compare and process time verification reports to requests/forms and other adjustments to ensure accuracy of payroll payment;
- Work closely with the Human Resources team on integrated processes and data verification;
- Ensure all payroll processes are checked for accuracy and completeness adhering to pay deadlines;
- Process and pay all employee expenses and mileage claims working with Accounts Payable as needed;
- Manage changes in positions, status and leaves ensuring payments/allowances/deductions and banking information is properly attached to the employee profile;
- Configuration and maintenance of relevant Quadrant modules;
- Calculate and process all compensation changes for employees, such as promotion, cost of living and determining any retro amounts owing;
- Process pay changes for employees in the payroll system in relation to changes such as new hires, transfers, salary, banking information, deductions, taxation, etc.;
- Process employee terminations ensuring appropriate pay related documentation issued and any applicable payments or recovery of entitlements are completed;
- Payroll subject matter expert for staff and management to address inquiries and provide training and information on the payroll processes and use of the QHR system;
- Submit Records of Employment documents electronically to Service Canada ensuring appropriate coding based on departure reason;
- Transmit electronic deposits to the banks for processing;
- Ensure completion of all year-end payroll activities including T4s, pension adjustment calculations, and completion of reporting requirements (CCRA, HOOPP, WSIB, and EHT);
- Prepare and ensure for accuracy all payroll related remittances;
- Prepare documentation for issuing manual cheques as required;
- Maintain security of all employee salary data and files in accordance with legislative requirements and records retention schedule;
- Prepare and post month end journal entries;
- Complete monthly reconciliation of all payroll related balance sheet accounts;
- Compile statistical reports, statements and summaries related to pay;
- Compile Record of Employment, T4S and T4As as needed;
- Accountable to follow safe practices related to the security and privacy of information;
- Other payroll or functional duties as required.
What must you have?
- Minimum of a 2-year post-secondary diploma in business, accounting and/or payroll required;
- Minimum of 3 to 5 years of related experience in payroll coordination and administration, ideally in a unionized environment, with strong technical experience in various programs;
- Advanced knowledge of payroll requirements, including Canada Revenue Agency payroll rules, year-end reporting, EHT, WSIB, etc.;
- Knowledge of collective agreement entitlements as well as related legislation such as Employment Standards Act;
- Good understanding of general accounting practices regarding journal entries, reconciliation and reporting;
- Strong knowledge and experience in generating reports from a payroll system (Quadrant an asset) and developing spreadsheets using payroll information;
- Advanced computer skills and the ability to use a variety of software programs such as Word, Excel, Outlook, etc.;
- Ability to work with limited supervision and practicing independent time management;
- Strong written and verbal communication skills;
- Professional, courteous and respectful in all interactions;
- Ability to provide support to employees on payroll information and enrollment forms and respond to employee or management questions on a variety of payroll process inquiries;
- Exercises tact and judgment when handling complaints from irate employees and managers when their pay is not understood or as expected;
- Ability to be patient with requests to generate reports with quick turnaround times;
- Establishes and maintains working relationships with managers and staff;
- Advanced written and verbal proficiency in English.

What would give you the edge?
- Canadian Payroll Association’s certification is an asset.
- Experience in health care or public sector.
- Fluent in French or another language.
