Reporting to the Vice President (VP) Contracts, the Interim Director Contract Modernization and Implementation (1-year contract) will work collaboratively to modernize and standardize patient care related contracts and processes across the provide mentorship, guidance and support to all aspects of contract management of patient services contracts for Ontario Health atHome. The position will demonstrate systems thinking, strong partnership, contract management and service provider relations, working with the VP Contracts and Contracts Director/Leads to modernize and transform home and community care delivery and improve patient experience and outcomes.
Working with the VP Contracts, the Director Contract Modernization and Implementation will provide strategic leadership, direction and oversight for the provincial Medical Equipment and Supplies implementation, and future provincial procurements, planning, performance evaluation, standardization projects and provincial reporting for service provider/vendor contracts, in alignment with the provincial mandate, legislation and organizational mission, vision and values.

What will you do?
Leadership
- Accountable to provide leadership to the planning and implementation of the provincial medical equipment and supplies contracts working closely with the local Directors of Contracts and Patient Services.
- Provides leadership to ensure standardization of contract processes and new indicatives supporting local Directors across the province.
- Accountable for mentoring the Contracts Directors/Leads and supporting them to ensure strong teams across the province which respects diversity and inclusivity including hiring, orienting, training and coaching of staff, determination and upholding of performance standards, conducting performance reviews, and managing performance and employee relations matters.
- Works in collaboration with colleagues across Ontario Health atHome to enhance SPO performance outcomes and relations.
- Participates and supports others in Ontario Health Team (OHT) design and development, including working in close collaboration with colleagues in the patient care services portfolio across the province. Supports the piloting and evaluation of proposed changes from a contracts management lens.
- Builds and maintains effective and collaborative working relationships with key stakeholders and proactively works with them to mitigate potential issues and challenges.
- Ensures accurate and timely reporting on all contract management initiatives delivered by the teams for provincial reporting.
- Engages, empowers, and supports provincial contract Directors/leads in the achievement of consistent and standardized contract and performance management processes.
Contract Management, Performance Improvement and Relations
- Working with the VP Contracts, the PD Contracts is responsible for providing strategic support in the development and implementation of a contract management strategy, that is aligned with Ontario Health atHome’s strategic priorities/mandate.
- Provide guidance and support to the contract Directors/Leads to effectively manage:
- service provider performance agreements and monitor provider risks and opportunities, evaluating and reporting on the impact to the organization’s ability to achieve established goals and objectives
- oversight for funding agreements that may include private/home schools, hospices, retirement homes and Self-Directed Funding agreements, and monitors partner risk and opportunities, evaluating and reporting on the impact to the organization’s ability to achieve established goals and objectives
- Identifies and implements appropriate procurement and contract management strategies across Ontario Health atHome in line with Ministry of Health (MOH) Contract Management Guidelines, MOH Procurement Policies and Procedures and the provincial Contract Performance Framework.
- Working with Ontario Health (OH), leads provincial SPO/vendor procurement processes to deliver open and fair competitive bidding processes, contract negotiations, and implementation, ensuring the patient is central to the process.
- Liaises with SPOs and vendors to resolve provincial issues.
- Acts as the key representative to evaluate and report on service provider performance.
- Develops and implements best practices, and recommends changes to the contract management function.
- Provides expertise and senior-level advice to the development of appropriate language, business requirements, and performance standards within contracts.
- In collaboration with the VP Contracts institutes provincial administrative policies and practices for the ongoing management and oversight of existing contracts, including but not limited to, volume and market share management, contract performance management, and initiation of corrective contractual remedies when necessary.
- Leads the development and fosters effective business relationships and channels of communications with contracted SPOs, vendors and community partners in order to deliver high quality patient service across the province.
- Leads provincial contract-related working groups and committees with the focus of quality improvement.
What must you have?
- Minimum 5 to 7 years of professional experience in contract management, provider relations, and health care service planning and delivery in the public sector/Ontario Health atHome
- Post-graduate degree in health administration, business/public administration, leadership, management or related health discipline preferred
- Evidence of continuous learning related to health and/or contract law (e.g. Certified Supply Chain Management Professional Designation)
- Experience in the preparation of governance-level documentation
- In-depth knowledge of complex and dynamic business environments in the public and private sectors in procurement, Service Provider Relations, quality management and performance management frameworks
- Experience in facilitation of agreements and familiarity with negotiation, conflict resolution and in arbitration
- Expert knowledge of SPO and Vendor contracts, self-directed care programs, private/home school, hospice, and retirement home funding processes
- Expert level understanding of procurement processes, SPO and medical supplies and equipment applicable legislation and the contract performance framework in Ontario Health atHome
- Practical knowledge and strong understanding of relevant legislation and its applicability
- Excellent understanding of care processes and requirements
- People leadership expertise and proven experience in the delivery of strong results through innovation and a high-performing team
- Evidence of strong leadership, initiative, creativity and integrity, demonstrating a high level of excellence that inspires others
- Proven experience in project administration/management and project management methodology
- Expert knowledge of performance metrics, analysis and reporting, including financial data and quality indicators
- Strong communication, negotiation and conflict resolution skills as well as evidence of ability to promote and maintain interpersonal relationships and strategic partnerships
- Strong understanding of relationship and change management frameworks and approaches
- Bilingual in English and French is an asset
