Reporting to the Privacy Manager, Auditing and Compliance, this position focuses on organizational compliance with relevant privacy, information access and records management legislation including the Freedom of Information and Protection of Privacy Act (FIPPA), the Personal Health Information Protection Act (PHIPA), and the Archives and Record Keeping Act (ARA). This position also serves as subject matter expert for privacy and access within the organization.

 

What will you do?

  • Support the Manager and the Privacy Officer in implementing, monitoring and improving a comprehensive privacy program in a complex healthcare environment
  • Conducts privacy audits in compliance with Ontario Health atHome requirements under PHIPA
  • Respond to and investigate privacy breaches and incidents involving the unauthorized collection, use and/or disclosure of personal health information (PHI) and personal information (PI)
  • Respond to inquiries on best practices with respect to the collection, use, disclosure, retention and disposal of personal information and personal health information to support organizational compliance with FIPPA and PHIPA obligations
  • Support the Manager and Privacy Officer related to PIAs, including reviewing, participating in preparation, identifying privacy risks and providing inputs into the avoidance and/or mitigation of privacy risk
  • Serve as an educator, including content development, of privacy education to all staff
  • Proactively monitor the legislative, regulatory and best practice developments and trends which may impact the organization, informing leadership of pertinent operational requirements, legislative and regulatory matters
  • The specialist will be accountable for records management component of the role, the Specialist will be accountable for monitoring compliance with records retention schedules and record series as outlined in the Archives and Record Keeping Act (ARA) and FIPPA

What must you have?

  • University degree in Information Management or related field, or equivalent work experience and education.
  • Ability to perform effectively both independently and in collaborative teams.
  • Previous experience with interpreting and applying provincial privacy and freedom of information legislation including PHIPA and FIPPA.
  • Knowledge of the Ontario health sector - roles, responsibilities and accountabilities
  • Knowledge of information and data flows throughout the organization (collected, used, disclosed, retained and protected)
  • Demonstrated experience providing privacy guidance and conducting privacy impact assessments (PIAs).
  • Demonstrated experience in the design and delivery of operational privacy program materials (for example, implementing a training program, piloting an audit regime, operationalizing a policy on the clinical frontlines or administrative back offices).
  • Knowledge of information systems and records management with both electronic and non-electronic (manual) records management systems
  • Excellent presentation, training, interpersonal, communications, and customer service skills.
  • Demonstrated strong analytical and problem-solving skill
  • Knowledge and skills in using Microsoft Office Suite, Adobe Acrobat and other office software
  • Ability to work independently, with little day-to-day supervision
  • Excellent organizational and time management skills and the ability to respond to multiple demands and prioritize work activities

What would give you the edge?                                

  • Professional certification in Privacy or willing to become certified (CIPP, CIPT or equivalent)
  • Experience in a hospital, home care or long-term care environment.
  • Completion of PIAs or provision of guidance on IM/IT projects.
  • Information Security training or experience
  • Strong knowledge of Ontario Health atHome priorities, policies, practices and service standards.
  • Ability to speak French or another second language.
